Kerala Assembly passes Legislative Assembly (Removal of Disqualifications) Amendment Bill 2016


The Kerala Assembly on 19 July 2016 passed the Legislative Assembly (Removal of Disqualifications) Amendment Bill, 2016. The bill will pave way for CPM veteran VS Achutanandan's appointment as the Administrative Reforms Committee Chairman with Cabinet rank. The Bill was passed with retrospective effect from 1951 even as the Congress led UDF Opposition stayed away from the proceedings registering
protest. The opposition said that the appointment would add burden on the state’s Consolidated Fund. The bill is envisaged to make necessary amendments in the present law to remove technical obstacles to confer Achuthanandan, also a legislator in the state Assembly, the post with Cabinet rank.
This Legislative Assembly Amendment Bill also became the first Bill passed by the Pinarayi Government. 
The bill, moved in line with the CPI-M and LDF's decision to appoint the 92-year-old Left leader to a top government post, was introduced on 14 July 2016.
Earlier, a draft bill to amend the law related to the commission was approved by the state Cabinet.
Under sub-clause (a) of clause (1) of Article 191, a member of the Legislative Assembly shall be disqualified if he or she holds any office of profit under the government of India or any of the state governments, other than an office declared by law.
