7th Pay Commission: Committee on National Pension System submits report; final decision on higher allowances soon
New Delhi, Apr 4: While the Committee on Allowances, formed to look into the provision of higher
allowances other than dearness(महँगापन) allowance under the 7th Pay Commission, is yet to finalise its report, the committee on National Pension System (NPS) recently submitted its report to the government. The committee on National Pension System has submitted its report to the Cabinet, reported NDTV. The government had formed a separate committee for suggesting measures for streamlining (सुव्यवस्थित) the implementation of National Pension System (NPS) for which 53 lakh of pensioners are eagerly waiting. Shiv Gopal Mishra, national convenor(संयोजक) of the National Joint Council of Action (NJCA), after meeting with the Cabinet Secretary who is looking into the anomalies (विसंगतियों) of 7th pay Commission, informed that the committee on NPS has submitted its report to the cabinet and the report on higher allowances under the 7th Pay Commission is in its final stage, said the NDTV report. The NJAC had attended several meetings with government officials regarding National Pension System and the house rent allowance (HRA). After a meeting between Finance Secretary Ashok Lavasa, who is heading the Committee on Allowances, and NJAC chief Shiv Gopal Mishra, it was reported that the government will take major decision on higher allowances under the 7th Pay Commission after the Delhi Municipal Corporation elections. Meanwhile, a Sen Times report said the government has decided to pay hiked allowances to central government employees with arrears (बकाया) from January 1, 2016.

It’s been almost ten months since the government accepted recommendations of the 7th Pay Commission, but the decision on minimum wage and higher allowances have not reached to final conclusion. The NJAC demanded to increase “minimum wage from Rs 16,000 to Rs 25,000 per month” and to pay “higher allowance with effect from January 1, 2016”. Meanwhile, the Lavasa panel has sought comments from the ministries of defence, railways and posts on treatment of 14 allowances under the 7th Pay Commission and the committee is expected to finalise its report after receiving comments from ministries.
The 7th Pay Commission had recommended abolition of 51 allowances and subsuming of 37 others out of 196 allowances. The central government employees took serious objection over the recommendations of the 7th Pay Commission about higher allowances, after which three committees including, the Committee on Allowances, were formed.
