What shortlisted candidates mean?

ISRO, in it’s notice, has said that the admit cards would only be sent to the shortlisted candidates stated by the organisation it the advertisement for this recruitment examination. What it really means is;

Thousands have registered to take this ISRO Scientist/Engineer ’SC’ 2017 recruitment examination. However, the candidates who fulfil the eligibility criteria as per the norms set by ISRO will be issued admit cards to appear for the written test.

The candidates who have B.E./B.Tech or equivalent qualification in the first class with an aggregate percentage at 65 percent or more, or CGPA of 6.84/10 (average of all semesters for which results/marks have been issued by institution).

The catch here is that these are only the minima prescribed qualification required (i.e., eligibility criteria) and even if you fulfil these requirements, it does not make you eligible to take the test. ISRO considers your academic performance, bio-data, initial screening and few other things in shortlisting the candidates who appear for written test.
